10/07/2025Bill Will Benefit Quota Students from Public Institutions Across the Country
Prof. Dr. Ludhmila Hajjar, coordinator of the Cardiology Program at FMUSP, led an initiative that will benefit many quota students from public universities throughout Brazil. On June 25, the House of Representatives approved Bill No. 3118/2023, which allocates a portion of pre-salt revenues to structured policies supporting higher education students.
The proposal, which now awaits presidential approval, aims to guarantee the right to student retention by combating dropout rates among students in vulnerable situations—those who need additional income to afford housing, food, and other basic needs. This reality has contributed to dropout rates reaching up to 40% starting in the second academic year.
Other key supporters of the movement included singer Marisa Monte, ambassador of the USP Diversa program; Cristiane Sultani, president of Instituto Beja; Prof. Dr. Carlos Gilberto Carlotti Junior, rector of USP; and Prof. Dr. Maria Arminda do Nascimento Arruda, vice-rector of the university.
